Since 2008, Mr. Zhang has been engaging in both theoretical research and practice on disaster management and school safety risk management for over one decade. Mr. Zhang was previously deputy secretary-general of Social Development and Public Policy Research Center of Sichuan Academy of Social Sciences, deputy director of National Social Worker Training Base at Sichuan University, and director of Panzhihua Community Development Research Center. He was assigned by the Ministry of Civil Affairs of the People's Republic of China as trainer for Ya’an Community Disaster Risk Management Program and used to be hired by the United Nations Development Program as expert consultant in Asian Community Integrated Disaster Reduction Cooperation Project.

Mr. Zhang Guoyuan was honored as one of both the "Ten Outstanding Youths in Panzhihua City" and the "First Ten Outstanding Young Volunteers of Sichuan Province".
